PowerCD Recap?

Hey, I got a PowerCD which doesn't work (videos), I brought it to a CD repair shop, and they said that it is the EPROMS, but I have a suspicion that it's the capacitors. Any suggestions?

are you using battery or plug in adapter?  i would check voltage and drop on the power before caps, but caps are a possibility as its coming to the correct age for it to replace them.  Mine works.

I'm using batteries. I don't have an official plug in, but I've tried using ones that should work and nothing happens
