LC II no video

I have an LC and an LC II.  The LC works great.  However, the LC II is missing a power supply.

I bought the LC II knowing it did not boot.  I then took the PSU from the LC and put it in the LC II.  When I power it on, I only get a grey screen.  No icons, sounds or anything else.

I re-seated the ROM chips, pulled everything off the board (hard drive, video RAM, etc).  Nothing.

I even made sure the battery was new and good.  Tried it with and without the battery.

Any idea what this could be?
